Improving the Business Climate in Partner Countries, Netherlands, 2004

    The business climate is the complex of legal, institutional, infrastructural, macroeconomic, educational, socio-cultural, financial, and national policy circumstances that affect market functioning and the scope for doing business. The ultimate objective of the business climate work is to enhance the functioning of markets in order to facilitate entrepreneurial activities that contribute to pro-poor economic growth.

    The scan of the business climate is basically a series of interviews, meetings, or workshops with local entrepreneurs and stakeholders that result in an overview of strengths and weaknesses of the business climate. Entrepreneurs' perception of the obstacles for doing business is the most direct information one can get. This information and the views of public organizations, other donors, employees, trade unions, universities, and NGOs also facilitate the identification of options to strengthen the business climate and the potential added value of donor contributions.
