ICTs and Enterprises in Developing Countries, Tanburn and Singh 2001

    This Working Paper reviews experiences with ICTs in developing countries, in the context of small enterprise development. It concludes that the policy environment must allow for competition, if ICT-related services are to be affordable. If this is the case, investors are willing to establish infrastructure and services in even very difficult situations. Some ICT services, such as 2G mobile telephony, are highly appropriate for small business use, and can contribute in various ways to the generation of quality employment.
