    Summary of results
    "Nearly all of the major legal issues that currently confront SMEs in Central Asia are the direct result of the continued existence of a large and intrusive statist bureaucracy that has survived the ideology that it was created to serve. And the institutional culture of that bureaucracy is still rooted in a statist command and control mindset that is wholly incompatible with and generally opposed to the liberalized legal and regulatory infrastructure that market relations and business operations require if they are to flourish."
