Cairo Conference Session 1.4: Improving the Business Environment at the Sub-National Level: What Local and Provincial Governments Can Do (2005)

    Description
    The Papers and powerpoint presentations on the right hand side come from Session 1.4 on 29th November 2005 in Cairo, "Improving the Business Environment at the Sub-National Level: What Local and Provincial Governments Can Do". This was the first of two breakout sessions that deal with sub-national reforms (the second being 3.3); it contained presentations that dealt with the assessment of local (sub-national) business environments and the design of reform programmes.

    Increasingly, donor agencies are paying greater attention to local reform efforts in the belief that demonstrating results at this level will enable reform initiatives to be amplified into the national arena. Greater attention has also been given to the assessment of local business environments, based on the understanding that some localities can be better places to do business than others. The role of local and provincial government often feature in work at this level, as does the decentralisation policies and programmes of central governments.

    a) Case Study Philippines: Simplification of Company Registration, by Frederico Macaranas and Martina Valhaus
    Federico Macaranas is Executive Director of the Policy Centre of the Asian Institute of Management, in Manila; Martina Vahlhaus is Programme Manager of the Small and Medium Enterprise Development for Sustainable Employment Programme in Gesellschaft für Technische Zusammenarbeit (GTZ), Manila. They presented a case study from the Philippines, highlighting the processes that were undertaken to determine reform priorities and to design a reform programme that linked sub-national reforms with national reform efforts.

    b) Quick Scan of the Business Environment in an Economy in Transition: The Case of Lao PDR, by Vu Quynh Anh and Eelco Baan
    Vu Quynh Anh from SNV in Hanoi, Vietnam, and Eelco Baan from SNV in Vientiane, Lao PDR presented a case study that described how local business environment assessments were used in the transitional economy of Laos.
