Cairo Conference Session 5.1: Methods to Improve Monitoring and Evaluation of Reform Programmes (2005)

    Description
    The Papers and powerpoint presentations on the right hand side come from Session 5.1 on 1st December 2005 in Cairo, "Methods to Improve Monitoring and Evaluation of Reform Programmes". Some of the problems with measuring outcomes and impact (e.g., how to attribute change in the business environment to a specific reform intervention) were presented in this Session. Attention was given to the tools and processes that can be used to monitor and evaluate reform programmes, as well as to the ways outcomes and impact can be measured.

    a) An Evaluation of World Bank Investment Climate Activities, by Kris Hallberg
    After working with the World Bank for many years, Kris Hallberg is now a consultant to the World Bank Group in Washington DC. Kris reviewed the World Bank Group┬┐s experience in supporting business environment reform. Her Paper showed how the outcomes and impacts of business environment reforms have been measured. It also identified some of the difficulties faced when it comes to measuring outcomes and impacts.

    b) Assessing the Impact of Enabling Environment Programmes, by Caroline Pinder
    Caroline Pinder is a consultant and director of WISE Development Ltd. in Manchester. She presented the work she recently completed for DFID on guidelines for an integrated impact assessment approach (IIAA) to measure the impact of business environment reform programmes. These are practical guidelines that can be used by donor agencies and their programme partners. Her Paper also contains practical tools and processes that can be used to monitor and evaluate reform programmes.

    c) IFC Core Indicators for Technical Assistance Projects, by Mark Bardini
    Mark Bardini is a Senior Evaluation Officer in the SME Department of the World Bank Group in Washington DC. He presented a Paper describing the ways the SME Department monitors and evaluates its business environment projects. He showed how standard indicators can be used to measure the performance and outcome of business environment reform programmes.
